How the Library is Funded

The expense budget for the Health Sciences and Human Services Library comes from several different areas. Overall expenditures for FY15 were $6,452, 385.22.

An explanation of the chart:

State Supported Funds - The vast majority of funding for the Health Sciences and Human Services Library comes from state supported funds. These funds support personnel, resources, and student-centered library technology needs. This budget has remained relatively flat over the past ten years while the annual cost of resources has risen approximately 7%. This results in diminished buying power and has necessitated resource cuts and staff reductions.

USMAI - The University System of Maryland and Affiliated Institutions is a library consortium of the 16 USM libraries (includes Morgan and St. Mary's). This consortium is supported by funding from all the universities to provide a common online library management system, discovery systems, free resource sharing, and joint resource licensing, not only within the USMAI but with other institutions of higher education in Maryland. The USMAI figures represent UMB/HS/HSL's portion of the expenditures from USMAI.

Revolving Fund - The HS/HSL recovers costs for services provided and has several collaborative agreements to purchase resources subsidized by other schools. The funds from cost recovery and shared purchases are used to pay for many of the expenses that support the operational needs of the Library. These expenses include maintaining a pay-for-print system, photocopiers, computer management and specialty resources in which the cost is shared by schools on campus partnering with the LIbrary.

Grants, Awards, and Contracts - The HS/HSL has received and participated in several grants, contracts, and awards. Support from those has generated funds to support programs, some technology, and digitization initiatives.

UMB Foundation Funds - Although small compared to the fund raising and development efforts of the schools at UMB, the HS/HSL has benefitted from the generosity of several friends and we can really stretch those funds. Foundation funds have supported the upgraded study rooms, the Presentation Practice Studio, upgrading the largest teaching lab, the UMB Digital Archive, and the Innovation Space, among other projects. MPowering the State - For three years the libraries at UMB and College Park cooperatively licensed resources in the biosciences to underpin and foster collaboration between the two universities and their faculty. The funding has diminished from year to year and will be discontinued in FY17.
