Facts About Upcoming HS/HSL Resource Cuts


As a result of flat library resource funding, increasing resource costs and no increase in the HS/HSL budget, there will be approximately $250,000.00 in cuts to resources in 2015.

The plan for reductions is as follows:

  1. Textbooks and monographs, regardless of format, with the exception of reference, reserve, or essential titles will no longer be purchased or licensed. Effective immediately.
  2. All remaining print-only journals will be cancelled. The cancellation list is linked above. Effective January 1, 2015.
  3. Journals that are licensed individually rather than as part of a bundled package with a cost per use of greater than $4.00 and overall usage of fewer than 300 full-text downloads in 2013 will be cancelled. The cancellation list is linked above. Effective January 1, 2015.

Cancellations that have already taken place:

  1. AccessPharmacy - For the past three years the School of Pharmacy (SOP) and the HS/HSL piloted the co-licensing campus-wide access to a collection of e-textbooks. Due to escalating costs, publisher unwillingness to "unbundle" core texts from the package, and budget constraints, the library and SOP mutually agreed to discontinue this product. This cancellation was effective June 30, 2014.
  2. MPower Virtual Research Library resource cancellations - The MPower Virtual Research Library funding was reduced by 40%. This project supported co-licensing of several biosciences resources that could be shared by faculty from UMB and College Park. The MPower Virtual Research Library budget was reduced by 40% necessitating the cancellation of Clinical Key (effective August 30,) Essential Science Indicators (effective August 30,) the Global Health database (effective October 31,) and several individual bioinformatics journals (effective December 31.)

We are focusing on the effectiveness and responsiveness of our interlibrary loan (ILL) program. Early in 2014 we made our ILLs free to faculty. In late August we launched a new system using the campus login and password for ILL requests. We have also joined a new program that supplies most requests within 24 hours.

We will face a similar situation again next summer as costs will continue to rise. The solution will likely be worse as the only recourse we have left will be to "break" some of our big resource collection bundles. This will result in the loss of access to hundreds of journals.
